The Director works with a team of midwives, obstetricians, nurses, nutritionists, social workers, medical assistants, health educators, the Perinatal Program Administrator and other staff to ensure the coordination and quality of services of CommuniCare Health Centers’ Perinatal Program. CommuniCare Health Centers is a federally qualified health center providing comprehensive patient-centered primary care services including medical, dental, substance abuse treatment, mental health and outreach services to low income, multi-ethnic, uninsured and underinsured populations.

Responsible for the midwife call and clinic schedules. Assure coverage of work absences for a 24/7 call schedule. Recruit, hire, orient and train CNM staff and per diem midwives. Oversee credentialing and proctoring of midwives for the Sutter Davis Hospital Birthing Center as well as CommuniCare credentialing systems. Assure that all midwives are trained on systems, protocols, billing, and provide clinical updates. Oversee licensure, malpractice forms, and other record keeping as required.
Responsible for clinical quality assurance and performance improvement activities and risk management review for the Midwives. Assure coordination between physicians and clinic and hospital staff to effectively meet patient needs, perinatal program goals and regulatory guidelines. Assist the physicians with monitoring of clinical services quality and program effectiveness. Participate in CommuniCare Health Centers Quality Improvement Committee activities.
Supervise and evaluate program professional staff including midwives and CommuniCare nurse practitioners and physician assistants. With the physicians, assure clinician competency. Perform annual intrapartum and antepartum review of charts and review monthly MD chart audits. Provide feedback to the clinicians. Provide a peer review process. Promote staff development, evaluate training needs of clinicians and help coordinate appropriate training.
Assist the clinic staff with the development and maintenance of risk management tools to track and follow-up high risk patients and the tracking and monitoring of lab tests, test procedures, referrals and other screens and assessments. Attend weekly high-risk meetings with physicians and midwives and assure follow-up of meeting care plans and protocols. Assist with the tracking of high risk patients. Work with physicians to develop and monitor clinical benchmarks for quality care.
Coordinate perinatal program services in the clinics with Perinatal Program Administrator including patient flow, patient satisfaction, and the Centering Program.
Identify and implement programs to enhance quality of care. Work with hospital and medical directors to develop and monitor program policy and procedures, clinical protocols, chart audit tools, and systems to monitor clinical performance and productivity. Help develop patient education tools.
Represent CommuniCare midwives at the monthly Sutter Davis Hospital Performance Improvement Committee meetings, the monthly IDPC meetings, the bi-monthly OB Operations meetings and the Birthing Centers Issues meetings as needed. Attend quarterly Sutter-wide CNM Committee meetings. Represent CommuniCare at the monthly Yolo County FIMR meeting. Work with clinic staff and physicians on any clinical issues that are generated from these forums.
Supervise the clinical guidelines of the CommuniCare Comprehensive Perinatal Services Program (CPSP). Attend CommuniCare Perinatal program staff meetings and provider meetings. Conduct or coordinate in-services as needed. Attend CommuniCare Reproductive Health Improvement Group meetings to coordinate family planning updates and education. Work with staff from other agencies to coordinate quality care for patients.
Train clinical staff on billing and coding. Audit and provide training to assure maximum reimbursement for care delivered. Research reimbursement opportunities for additional services or expansion as needed.
Assist with marketing and outreach activities for the Perinatal Program to increase awareness and visibility of the service.
Perform other program duties as required to offer high quality, accessible perinatal services as needed or assigned.
Education: Education: Graduation from an ACNM accredited program and board certification by the American College of Nurse Midwives OR board certification in Family Medicine with an OB fellowship or Obstetrics and Gynecology with a current California license. Must maintain Sutter Davis Hospital Birthing Center privileges.
Experience: Experience working in a clinic setting and a demonstrated commitment to comprehensive care for low income women and high quality health care. Administrative and supervisory experience required. Demonstrated knowledge of local health care delivery system. Experience working in a busy environment, often under pressure, without compromising accuracy, attention to detail, and courtesy to clients, staff and other agency staff. Successful experience managing budget guidelines strongly preferred.
*Special Skills/Equipment: Bilingual Spanish/English preferred. Demonstrated ability to assume responsibility and to work independently as well as in a team. Ability to problem solve creatively for improved service delivery. First/Third trimester ultrasound skills, First Assist certification encouraged.
Expectations: Attendance and punctuality is necessary. Versatility, flexibility and a willingness to work within constantly changing priorities with enthusiasm and have acute attention to detail. Expected to have strong interpersonal skills and have the ability to understand and follow written/verbal instructions. Able to work independently with little or no supervision. Required to have the ability to deal effectively with a diversity of individuals at all organizational levels and with external customers.
