POSITION SUMMARY:
Functions at the executive leadership level to provide leadership to deliver quality patient care in all nursing areas. This position is accountable for planning, organizing and directing patient care services within Community Hospital and Northwest Surgical Hospital. Assures that cost effective and high quality patient care is delivered through the departments under his/her responsibility in accordance with Federal, State,and accreditation requirements and organizational goals. Ensures the continuous and timely availability of nursing to patients.
Ensures that nursing staff carries out applicable processes in the patient care and organization-wide functions and assigns responsibility to individuals or groups of nursing to act on improving the service's performance.
The System Chief Nursing Officer actively participates in the hospital's executive leadership functions and collaborates with other hospital leaders in designing and providing patient care and services. This position participates with hospital leaders in providing qualified nursing staff ensuring excellent care for patients and is fiscally responsible for budgeting resources for the provision of patient care.
The System CNO represents Community Hospital and Northwest Surgical Hospital in health-related programs and professional organization to serve in a public relation capacity and to stimulate professional growth. Establishes positive working relationships throughout all clinical sites. Promotes the recruitment, retention, and continuing education of staff members. Assures competence of all clinical staff.
Ensures financial, operational and strategic objectives are achieved. Always works as a team member within the entire facility. Performs other duties as assigned.
FUNCTIONAL EXPECTATIONS & REQUIREMENTS:
Essential Functions:
- Demonstrates ability to develop, implement, and oversee organizational-wide patient care programs, policies, & procedures that describe how patients� nursing care needs, or the needs of patient populations receiving nursing care, treatment, and services, are assessed, evaluated, and met.
- Demonstrates knowledge of current leadership, management, and quality improvement concepts and the ability to participate in developing and implementing organizational strategies to address opportunities to improve the delivery of patient care.
- Demonstrates ability to implement effective, ongoing program to measure, assess, and improve the quality of clinical care, treatment, and services delivered to patients.
- Demonstrates knowledge of current theoretical approaches to the delivery of nursing care and the strategies for examining and applying relevant concepts.
- Demonstrates knowledge in the provision and integration of patient care support services, meeting the requirements, rules, and regulations of licensing boards and regulatory and accrediting bodies.
- Ensures compliance with all regulatory agencies that govern patient care and hospital activities. Actively participates in departmental and organizational performance improvement activities in accordance with hospital and regulatory standards.
- Directs activities to achieve hospital goals and ensures the allocation of sufficient staff, space, equipment and other resources.
- Participates in establishing annual strategic plan and budgets, addresses the allocation of fiscal resources for the provision of patient care, responsible for cost controls to ensure maximum effectiveness of funds expended for the approval of departmental budget.
- Participates with Medical Staff, Board of Trustees, and the department leaders to collaborate in the accomplishments of the Mission, Values, and Strategic goals of the organization.

- Supervises: Directors of Nursing, Outpatient PT, Respiratory Therapy, CM/UM, Director of Education
Qualifications:CANDIDATE EXPERIENCE, ATTRIBUTES AND EDUCATION REQUIREMENTS:
Qualifications:
- Licensure/Certification/Registration: Current licensure as a Registered Nurse in the State of Oklahoma
- Education: BSN required. Master�s degree in nursing or related field with a minimum of 5 years management experience required.
- Experience: Minimum of five (5) years progressive management and experience in Clinical Management and Operations, Quality Improvement, Budgeting and Medical Reimbursement. Proven record of achievements and leadership, problem solving, and effective communication skills required. Recent experience with implementation of TJC or DNV accreditation requirements, HIPAA and other related standards required.
